These include licensed nursery facilities and unlicensed nursery facilities that take care of children on behalf of their guardians, kindergartens that serve as schools for providing preschool children with a program of education, and certified combined nursery and kindergarten facilities that combine both of these functions.

Unlicensed nursery facilities
This is the general name for nursery facilities which have not been licensed by the municipal government.(*) (This bears no relation to whether or not assistance is made available from public funds.)
* Unlicensed in this case means that the facility has not met the stipulated criteria in terms of staff, equipment, etc. to be classed as a licensed nursery facility in Japan. For example, licensed nursery facilities are required to have a yard, so facilities which lack a yard cannot gain accreditation as a licensed nursery facility, even if they meet the criteria in all other respects.
